Devil Bike: CL350K2 with limited power - Out of ideas, need help

150+ cold. No idea when warm.

As for the diaphragms, a lot of guys glue them, I could try that?
 
These idiots (mechanics) are completely out of ideas, I'm picking the bike up probably tomorrow (assuming it isn't raining that bad.

First thing I'll do is pull off the air filters and check the carbs with my volumeter (air flow meter?). I hope it's that simple, otherwise the next move is to check the cam timing. Which apparently can be done by ripping the tank and top engine mount off then rocking the bike back and forth. I'll check my manual for details, or let me know if there's some special trick here. As far as I can tell, I'm looking to make sure the pin on the advancer matches up at 12 or 6 o clock at TDC for each cylinder.
 
to check the cam timing
pull of stator cover
pull advancer off cam after removing points cover and points plate assembly
rotate till you are at any "t" mark (TDC)
pin on cam should be either straight up or straight down both are correct you only need to do it for one cylinder doesn't maTTER WHICH ONE
dont pull the top motor head nuts ! you risk losing the seal on the head gasket if you pull the top off the motor then it is teardown time

Thanks for the instructions. Wasn't able to get the bike due to inclement weather. Hope to pick it up when I get some free time this week.
