Name that (car)toon

Anyone identify this? That little flying guy in the first one's from Dragonball isn't he. But searching Something like "Dragonball motorcycle" doesn't get me anything. I really want that little vinyl! But more than that, I just want to know from whence this awesomeness came. I think I found both those images on Flickr without any useful context.

Character looks like 'Bulma'..... she was a gearhead in Dragonball Z... I can't find a reference to this bike though offhand. Reached out to my buddy who owns essentially all of that whole show (not just Z)....he might know, though he's not into bikes.
