engine not starting, potential carb issue

So, I've got a kz750 4, and I've put in new piston rings, gone through the carbs, put everything back together, had some electrical issues I've worked out, now I've come to another bump in the road. The engine cranks no problem, and I get spark. I can't seem to figure out what to do next... I've got a 4-1 Vance and hines exhaust, and K&N pods on the CV34 carbs. The carb secondary main jet is set to 135, and the pilots I think are stock, but are turned out 3 turns. Does anybody have any advice one what to check next? I've got the vacuum nipples capped, there's no other issues I can tell... Thanks!
 
Start with the simple stuff - is there petrol in the tank/is it above reserve level?

Do the plugs get wet with petrol/flooding when you try to start her?

Put a small amount of petrol down the plug holes and see if she fires - she should if you have spark.

If she fires you have carb issues or maybe valves are not opening closing at the right times.

Got a bit further, it started to sputter but the carb overflowed while on prime. I'll have to take another stab at it tomorrow. Maybe my timing is off now? I did static time it, but maybe I didn't do that correctly? I don't know. Thanks for your help!
