fork question cb360 quick and dirty

replaced my seals today on my fork the allen bolt at the bottum of the fork was damn near fused to the shock but manage to get the off with a little muscle but after getting everything back together i notice that bottom allen bolt doesnt turn down tight and no the fork isnt spinning is that normal any help would be great!

The damper rod inside is probably rotating. I always apply a little anti-seize on the bolt to help it tighten up. Sometimes you just have to use an air impact wrench to get that baby to tighten up.
