If you're looking for basic black, I've used Byers Bush Powdercoating in the past and had good results. I took in a dirty old frame and swingarm, around $200 later I had a beautiful glossy black powdercoated chassis back.
They do all the colors in the rainbow too - but I think a good chunk of what they do is industrial so if you tag onto a color run they're doing, you can sometimes save some money.
