Gas cap vent

Got excess pressure building up in the tank after a few minutes of riding due to a clogged vent. Tried soaking in vinegar and blowing compressed air to no avail. Anyone know how to disassemble this little f*cker? I've seen ones with a screw on the bottom, but this one has no slotted screw. Would hate to blow $60 if I don't have to.

Drill the rivet out and replace with a machine screw and nut on reassembly.

Here it is the cap all cleaned up and laid out in order in case anyone is looking for this information. The rubber housing for the small round piece is soaking in silicone spray to soften it up a bit.
