Getting rust spots off outside of tank?

Its not a Cafe without Clubmans
Just stripped my tank to do some work on it and then repaint it. But I need to remove the rust first and was curious as to what way would be best? I already tried sanding and wire wheel any suggestions?

Sand will give you the "tooth" you need to make the paint or powder adhere to the surface better than glass bead. Glass bead is small beads of glass that peen the surface and leave it smoother without removing material, great for aesthetics, not so good for paint prep.
 
I just used a fine sanding block, unless it's more significant than the picture shows, you don't seem to have a whole lot to clean up.
 
No It actually doesn't have a lot of rust on it. But with the cost of paint its probably better safe than sorry.
 
I used stuff called The Works. It's an acid, and took the rust off. A little scouring didn't hurt, either.
