Getting Title: Last step is Bill of Sale

I went to CHP this morning with all my paperwork for a VIN check. They said everything is great except they need the sellers of the frame and motor to fill out a bill of sale (the scrap of paper isnt enough). I haven't talked to these guys in over a year when i started my build and they are not responding to emails.

I'm thinking....fill it out myself???

at Least have two different hand writings on the paper if you can but yes fill it out in the end it will save you time and they are really just after your $$$ nothing else

In Indiana you can fill out a separate affidavit explaining that you cannot locate the PO as they have moved or whatnot and get it that route... There are ways around everything... They don't keep a log of how many times you come in either... I've went to the same local branch about 5 times for the same bike before with a different story each time trying to get a title in my early stages... They didn't ever or even question me.
