Is the first steel plate dished or flat? Sometimes the first steel is not flat but is dished away from the motor and that maybe why there's a gap - or a pair of plates is missing.
What bike is it? It almost looks like a CB200 with that straight cut primary gear
its a 71 cl450. I have the dished plate as the inner most one. I thouht thats where it said to put it per honda manual. The beveled edge of the inner most plate is facing the engine. And im not missing a pair either, im wondering if it has anything to do with the springs or how worn the plates are
the clutch basket on my 350 is similar. I know that there was a "sweet spot" for mine to sit in. My plate was raised off the basket like yours is because it was caught somewhere on a lip. that pressure plate at the end should end up recessed into the basket. this is a picture of my buddy's...he was having the same problem (you can see the spacing issue in the plates). he just wiggled the plate around until it sat.
Ok so after careful inspection my clutch seems to be set up properly, however, Is it normal to be able to move the plates around while they're in there? I can wiggle them back and forth to create a gap on either the inner most area (as it looks in the above picture) or on the outer most area (like my original picture)
Check to see you have the spring plate mounted in the correct position - a lot of set-ups only allow one way to properly locate the spring plate and if it is put in wrong you can get the condition you are describing.

+1 This sounds like the likely culprit. The splines on the pressure plate (spring plate) should fit into the splines on the inner hub. If they don't, remove the pressure plate, rotate it and try it in a different position until it sits against the outer friction disk.
