help! engine won't rev past 4000

i don't have any patches actually....
front brakes are working now and i put a new battery on. still cant get the electric starter to work, but i can kick it. however it wont rev past 4000 after warm up. buddy of mine is thinking its the fuel filter. as rusty as the tank is, i bet thats a good guess. anything else to look at?

btw, headlight not working either. the fuses are good. and no juice at the headlight plug inside the bucket either. any suggestions?

Not revving past 4K could be a fuel starvation problem. Very easy to pull a fuel line off the petcock and check flow.

As for electrical gremlins - Until you have taken the time to pull every bullet connector apart and clean both ends you really can't be sure of much. It'a a PITA for sure but it's time well spent - In my humble opinion
 
fuel flow is good from the tank. gonna dig into the carbs next. as for the head light, theres still no juice at the plug but its present at the fuse.

then work back from the fuse to head light. a multi meter will let you know if you have continuity. AND I still suggest cleaning all the connectors.

as for fuel - yeah the carbs seam a logical choice. considering how easy they are to pull apart and clean I would do that a s a matter of course.
 
Take the float bowls off the carbs and check for any blockage of the main jet.

Have you tried jumping the solenoid ?
btw, headlight not working either. the fuses are good. and no juice at the headlight plug inside the bucket either. any suggestions?
