Now if the whole machine is borked meaning that it is not even getting past the initial boot screen which you can't see it in the first place then I would just toss and pick up a good used one from a pawn shop.

I use a British keyboard even though I'm living in USA.
As for swapping screens, you can get replacements but to be honest it often isn't worth the hassle of changing them unless you really need laptop to be moved around (traveling, etc)
I fitted external monitor to wifes HP and just completely removed lid and screen (pretty easy, just lots of little screws)
It's been used as a desktop computer for a couple of years now.
You need to know the bios maker, the entry key is different for different manufacturers. (AMI, AWARD, etc)
Mine uses Del (delete) not F5, F8, F11, etc to get into boot screens
