Help with buying an SR250

I went to look at this bike today, and it seemed pretty clean and put together. It cranks over and the lights and starter work, and the gears shift pretty well. It has spark and compression. My question is this, If there is spark, that means the problem should be the fuel system right? Could there be anything wrong that is more expensive than a carb rebuild/replace?

Im no genius and others may disagree, but if you have spark and there is no internal mecahn ical damage then my next step would exactly be to focus on getting fuel through. I would not be doing a carb build yet - till you know all is well with the bike. Some basic settings and maybe a bit of fuel sprayed straight in, just to see if you can get a bit of firing going on - that may start it?
 
It will be the carb. The air filter on there is blocking some intake vents which control the slide in that carb. I would guess that if you rebuilt it and replaced the filter you would have a runner.
