Looks like someone tried to adjust it without proper spanner and didn't lube it up first. (they don't tell you that in manual/handbook)
Its also crap casting, seen quite a few break like that on aftermarket shocks
Now its broken you can see where it was corroded onto body. need to 'rock' adjusters to make sure they are loose enough to turn.
I always grease them up if I have springs off shocks
