honda 360 issue

Alright. So i finally got this 360 running and its running strong but im having some issues. when i'm out riding and come to a stop light the idle hangs up high around 4.5k for five seconds or so before returning to 1200rpms. any ideas?
 
its actually the stock air filters and scrambler exhaust. i sprayed carbcleaner around the intake and carb boots while running and it didnt cause the rpms to jump, so i'm still stumped.
 
Sync the carburetors. One has a more open throttle butterfly then the other.

The sync isn't important above 1/4 throttle. Idle is affected most. To get the idle to normal, the idle screw is usually turned in a bit. when letting off the throttle, the "slower carb" butterfly hangs up as it is closed nearly all the way. As you idle and vibrate, it allows the throttle to close a little further.

You also can loosen the butterfly screws and center the butterflies in the bore. this will also cause a throttle hang.
