How far to cut the frame to install the rear hoop

I have a 1974 cb360 that I want to make into a street tracker and I put the stock rear hoop on the back but it is three inches to long with just the factory seat which is 25inches. The seat I want is from dime city cycles it is 24inches. With the stock hoop from where the front of seat to the rear hoop is 28inches. I don't know if I should cut the frame down to just behind the shocks and weld it , but how many inches do people leave before they get to the shock mount or I could cut the hoop down 4inches. Any help would be much appreciated

First step, pull one of the shocks off. Use a ratchet strap (frame to swingarm) to "FULLY" compress suspension. This will tell you how much travel the rear tire has. Then you can make a better educated decision, about cutting the frame and where the hoop needs to be located. So, it wont contact rear tire while riding over railroad crossings and pot holes.

After you find out full tire travel. I have no doubt you will be amazed just how many guys completely "F" up a perfectly functional motorcycle, all for the sake of "appearance when parked".
 
+1 with checking for tire clearance first.
I would not cut anything until you have the new seat, in hand, for test fitting.
