No it's not hard. Just read up, get a manual, and do it right.
It's probably a 5-10 hr job the first time going slow and carefully.
Chances are if it "needs a top end" something has gone wrong so your budget could be as simple as new rings or it could need a lot more work.
Looks like a nice bike, the price all depends on your local market.
I still say 800 is too high but if you're comfortable with it and you want it buy it, doesn't matter what we think haha.
