How to check for dead cylinder XS360 or other possibility?

I bought a 77 Yamaha XS360 for cheap and it starts. The thing is when I started my tear down I noticed one of the fuel lines to a carb was cut and a screw was inserted in it. I can not think of a reason to do this outside of it not working. Any clue why someone would do this or what I should check for?
 
Carbs need checking/re-build before you do anything else.
It's likely carb is flooding for some reason so instead of fixing it, it got 'fixed' ::)
 
I planned on carb work anyway but still a little sketchy. I hope that is all it is and not something bigger.
