how to loosen front wheel axle nut.

I have no air tools, and trying to loosen up #23 here:

I don't want to apply too much force and break something. Any advice on how to get this loose, so I can take apart the drum brake and clean up?

You're unlikely to hurt anything by loosening.

But when I don't have an impact wrench handy ill toss a socket on and then hit the ratchet handle with a hammer as you try and turn it. You don't have to hit it hard, the sudden impact is what does the trick.
 
giving it a try now. Is this thing threaded in reverse by chance?

I already broke a screwdriver that was wedged into a vice holding the axle still (put through #2 in the diagram) while I hit the ratchet/nut on other side of axle)

If you have some, hit it with PB Blast, a penetrating oil. A bit of metal pipe (mine is 4 feet, but less will work, and more will work too) that fits around your socket handle will increase your leverage and it'll come right off.
 
I wouldn't hit a ratchet with a hammer, I have a feeling that's how the ratchet mechanism on one of my ratchets broke, just grab a pipe to put the ratchet handle or wrench in to make it longer and create more leverage if that makes sense. you you can do it with two wrenches.
 
I have clamped the end away from the nut into the fork lower and put my wrench on the nut to break one loose before.
