BTW i plan to get all new hardware for everything. so should i just tap a flathead pocket in the screw with a chisel??

Tried coating it in pb blaster or seafoam deep creep?
That should be your first step.
Then I'd go with the flathead method, as your right an impact no guy bend the points plate. Unless you have an electric impact driver then impact away.

If the flathead method fails to work, sometimes you can coax them into turning with some penetrating lube and a bit of time, then using the corner of a small cold chisel (or the like) engaged with whatever chunk metal is left on the cap to break it free to begin it turning in the right direction. Then needlenose pliers or, my favorite, a hemostat clamp, to grip it and turn it out all the way.

Needlenose vice grips can also help grab it...filing flats on the edges of the screw can help.

You could also try the tiny EZ-outs, depending on the size of the screw.

Or my favorite trick in desperate times, an appropriately-sized left-hand drill bit. As it drills in, it turns the screw counterclockwise and out.

Well in order to get an impact driver to work properly you need to hit it hard. Light hits allow it to skip and strip the head

Vice grips or cut a line in it for a flathead.
Use some PB blaster or the like to help
Also some heat will help too

If all else fails, you can drill the head off the screw entirely, pull off the plate, and turn the stump with vice grips/EZ-out, or left hand bit.

But if the plate isn't thick enough to leave a nice bit of metal for you to work with, the method isn't so effective.
