Is my frame safe?

I bought this CB550 four years ago when I was in school with dreams of making a cafe racer. I did not have the money to do much to it so I stripped it down to the frame to repaint and cut off the "extra" parts. Over the years I have rebuilt the motor and bought bits and pieces here and there. After getting a real job and some extra money I have been working on putting it all back together. Now that I am suddenly faced with the reality that I may one day ride this thing I am worried that I may have grinded away the structural integrity of the frame. Does this look safe? I want to finish this and I could just keep building and see what happens but I really don't want to end up in some horrible wreck because of an idiotic decision I made four years ago. My other option might be taking it to a professional and having this repaired or even saving some more and chopping the whole back off to turn it into a hardtail.

I'd get that area where they ground the top off welded up - you could grind down and have the other side welded to match. I'd also have a hoop welded across the back. Then hit it again with the can of white spray paint and have at it.
 
Yeah a good weld on there and you'll be good, but do brace the back end with a hoop like tim says as well.
