Is this the vaccum port and adjustment screw for carb syncing?

1 looks like the adjustment screw. An easy way to tell is just take it right out and and look at it(count the turns so you can return it to the original position). If it is the metering screw it will have a short threaded section and a long section of slightly smaller diameter with a tapered end. Don't crank it too hard when it is bottomed out or you could damage the seating surface - you probably already read that in your manual
