looking for a local cycle machine shop/person in W. PA.

It doesn't sound like you have anything difficult, anyone I taught at MMI could do it if they had the equipment. A Sunnen or Ammco hone will tear out 0.007"~0.008" pretty quick with 80 grit stones then use fine for the last 0/002~0.003"
XR 200 cranks are so simple you could DIY it with a 10 ton bench press (although a 20 ton floor press makes things a bit quicker)
You should be able to buy everything you need cheaper than paying someone else to do it ;D
Hone is the most expensive thing at around $350.00.
Use 400rpm high torque drill from Harbor Freight Tools and a kid with can of WD40 to keep cylinder 'moist'
Harbor Freight press is couple of hundred, lead hammers around $20~$30.00.
If your going to be doing various cycle repairs you may find other uses for the equipment
 
This is cheap for a Sunnen pattern hone.

The 3 leg kind can be used but are way more difficult to get a cylinder round and parallel as the spring loaded legs just follow original contors

That's a good hone and I'm going to be looking to do my own machine work up to a point.. but still want to find a local(or I can send'em away)machine shop if anywhere.
I wonder where 'boogaman' is located.. ? Greensburg,PA.? possibly ::)

I was located in West Chester, now I'm in Good Ol' Kentucky.
 
The one I had used previously, closed on January 1st of this year but there is another local one called Riggs Machine Shop. They have a website but it's pretty bare bones, not sure what kind of work they really do, I know they do a lot of fabrication for industrial facilities.
