For example, if I'm heading out for a ride through Niagara Region, I'll definitely take a full face and the thickest jacket I have. Where as, if I'm just booting up to the beer store I might not wear a full face and I might not wear my thickest jacket. I also wear boots and I always wear gloves. I've never worn a reflective vest.
Perhaps I'm just naive, but I feel that if you're riding a bike...you understand the risk. Part of riding a bike is looking cool and having fun. I find it hard to look/feel good about it if I'm sporting a Joe Rocket. No offense to Joe Rocket guys...it's just not my cup of tea.
