Looking for Ready to Ride Bike in Wisconsin

A friend is looking to get his first bike, I thought i would throw a wanted ad on here to see what I could stir up.

Needs clean title
ready to ride or almost ready (no major engine or electrical problems)
doesn't need to be a super sexy cafe it'll be an urban commuter
late 70's to early 90's

The budget is limited (<1500) cheaper is better

Located in Madison but can arrange to meet in southern Wisconsin.

I just found a cb750 that fits the bill. Ready to ride as it sits, but beautiful patina. Not rough. Runs great' rides nice, pulls hard. I' in Jefferson if you are still interested.
