it wont ever run right with those cheap pod filters on it
check the registration against the neck something is wrong or it was built in the begining of 81
it has a later model 35mm front end on the bike 81 -82 so make sure it was not wrecked
the exhaust is a home built 2 into one and it has old tires on it
its a 250 bike and you better be ready to do a bunch of work and spend another 5-600 on it

This is my 2 pennies:
There's a reason why this guy didnt finish the bike. So, with that in mind, wait and get a cheap running bike, and use all the money doing all the bolt on stuff. Seat, bars, rearsets.....whatever floats. That would suck if you bought it only to find out that you have to break cases and fix something internal. I say create your own mess, dont clean someone elses.
