As far as it being sketchy at speeds - new tires will probably cure that. But make sure the front suspension is dialed in properly too. Old springs, uneven air levels (if you don't have the "X" forks), etc can cause problems too.
That noise from the cluster could be caused from a dry speedo or tach cable (you should be able to figure which). Try lubing the cables, but if that doesn't work than I'm out of ideas. I know you should oil up the instrument cluster itself.....
You won't lose any noticeable performance from cutting out the baffles. There are 3-4 plates inside the mufflers along with a canister with a bunch of holes in it. Leave the plates (they are further towards the front anyway). Just drilling some holes around the canister should make it considerably louder.
