New to rear sets

OK guys, as the subject says, I'm completely new to rear sets... All I know is they don't make any bolt on ones for my bike(1981 CM400)
What do I need to know to fab these up? I have access to a full machine shop, I just don't know where to start... Any help with this would be great!

i will explain how to make them with access to a machine shop... to do so though i will take some pics of my rear sets taken apart for powder... will make things a bit easier to understand....
ill pull this up later tonight and pop it all together
