Legislature time is rapidly coming up. I want to atleast try to help the state of North Carolina make sense out of titleing old vehicles. I started a Facebook page for this reason. www.facebook.com/northcarolinabarnfindlaw should get you to the site. I want feedback and support. Here's a draft of what I am thinking to take to the "meet your representative" day

North Carolina Barn Find Law

Vehicles 15 years or older can transfer ownership with a bill of sale or title. Vehicles that are sold with just a bill of sale will be inspected by NCDMV. Vehicles 15 years and older that are sold with a title may be inspected. Vehicles that have been inspected will receive a Temporary Title for one year. If there is a theft claim against the vehicle(or parts of the vehicle) during that time the vehicle is returned to the rightful owner. If no claims come up during the year long temporary title then the vehicle can have a regular title.

What this is intended to do:

Increase tax collections by turning dormant vehicles into taxable property at no cost to the state. Not only does this increase the property tax collection, Sales tax for the materials to repair these vehicles will also contribute to the states revenue.

Remove the hurdles to ownership that were established at a time where communication occurred at a much slower pace. It may have taken three years to establish ownership before. With today’s technology a month is sufficient. This bill allows for a year.

Removes a third party expense that offers little to no benefit to the state or the owner.

This law allows for Parents, Grand Parents, Aunts, and Uncles, to pass dormant vehicles that haven’t been on the road for years and may have lost the title to the next generation to enjoy.
 
Thanks! I hope folks will get interested in this. I want to increase my chance of sucess. the best way of doing that is to look at the law from every angle and figure out ways around obstacles. One person can not see all obstacles.
 
And liked. I recently got a barn find and have been getting my bike ready for inspection here in NC. Once it's ready, I will be getting a bond via my insurance company and then hitting up the DMV off New Bern Ave (Raleigh) from what I understand.
