Patching a fiberglass cafe seat

Been Around the Block
So at the end of riding season last year I took the cover off my bike to find that the cowl had been chipped (presumably by neighbor's children). After a moderate (and not to be heard) set of choice words said at the situation, I threw a quick spurt of black spray on it and off I went to enjoy my last ride/store for the winter. Now that riding season is soon upon us, how should I go about fixing this chip? Attached are pics.

That's a chip in the paint? What kind of paint is it - almost looks like a thicker coating of some form.
 
No idea, it was painted black when I bought it and I layered it with rattle can. I assumed (possibly mistakenly) that it was a layer of fiberglass that had cracked off.
 
That doesn't look like damaged fiberglass to me. It looks like melted plastic, imo.

I would suggest sanding the raised portion smooth and using Bondo to fill the remaining, then primer, paint, clear, ect.
