Clean or replace the little foam filter in the back of the unit. After that, look for the air screw. These things work like carbs. Its all air/fuel mix. Turn it on and adjust the air screw until it gives you short flames that just barely escape the front of the heater. Check to make sure the element in front gets evenly red... That should fix it up.
