Prep work to paint chrome fender?

I'm looking to powder coat my fender. It has some surface rust and a few dings. Any suggestions on prepping for paint?

a 200 or 400 rub down maybe? depends on the pitting, maybe something like 80 to start? I dont think it should take much more than that for prep, but i could be wrong....

I could be wrong, but don't a lot of PC'ers prep also. Seems like the one we use at work always blasts the pieces before they powder. May be worth asking you PC'er. But, then again, I'm kinda lazy like that, and would rather them do it the way they want it done, than put time into it and then they still have to do it the way they want it.
