Quick Jet Question

Hey team,
I've been doing some reading about Jets and rejetting carbs. One thing that I keep noticing (atleast for the CV carbs on a Honda 350) is conflict between Primary Main Jet, a stock #70, (sometimes called an intermediary jet in forums) and the Secondary Main Jet (105) (sometimes called "the main"). From what I understand the Secondary Main is only being utilized at Mid to High rpms and at WOT. And the Primary Main gets most of the real work done. I've seen the graph of where jets are used and that's pretty helpful. But I couldn't find one to paste in here...

If that understanding is correct, why when us boys are rejeting our carbs we up the secondary main so much but leave the Primary main largely alone.

My thoughts are that you don't notice jetting issues so much when you're cruising at part throttle, but when you peg it you want it to go. It's easier to jet to WOT than any other condition. But proper jetting involves all the jets.
wot is just the easiest and most noticeable change.
