Rocker Arm Stuck

Ill make this short. I am adjusting my valves and have the engine top dead center, i manage to set the intake valve but when i went to set the exhaust valve the rocker arm wouldn't even move. There is almost not space between the rocker and the valve, the .0015 in. doesn't even fit between them.Ill turn the adjustment right and left and the rocker does not move at all. I was wondering why it is not budging could it be that the adjustment screw is too tight or too loose? Any help would be appreciated.
 
Rotate it all the way around while fiddling with the rocker. When you feel it's at it's loosest point, loosen up the adjustment screw and try again.
 
Pull the spark plugs and rotate the engine a bit. You should be able to see when the cams engage the rocker arms. Make sure there is no pressure from the cam on the rocker arm for the valve you're attempting to adjust.
 
Sounds like you're at TDC of the exhaust stroke (i.e. the point at which the exhaust valve would be fully opened). This would explain why no matter how far you back off the tappet, you can't get any clearance between it and the exhaust valve. The valve is slowly closing as you back off the tappet, but even fully backed off, the valve is still opened a bit and there's tension on the valve springs etc.

What engine? How many cylinders?
 
Tim you were spot on that is exactly what was happening. Its a cb350 by the way and I just set the valves so Ill have her up and running hopefully this weekend.
 
also make sure the index mark at the screwdriver slots is in the correct range/area
this is quite important
