Running Tail Light?

Hello!
I know it's always helpful with pictures but at the moment if I could just explain and if anyone has any ideas that would be helpful. So I just got done with my cafe build, I am using the 'Stop' Tail light from Dime City Cycles and I'm about 99.9% sure all the wiring is correct. However I can't figure out why I don't have a running tail light for night time driving? My motorcycle is an '82 Honda CM200T. The wiring was pretty self explanatory, bottom bulb was assumably running light while the top bulb was the brake light. The running bulb lights when I have the park lights on but not when I'm actually riding, this was brought to my attention by the local law enforcement when they pulled me over for it. Any ideas? Thanks!

ground is missing. parking light circuit is different from he running light. check the schematic
 
Ok I am stumped. Everything seems to be hooked up just fine. I ran a ground wire to the back of both and contacted DCC and it all seems to go to wiring. Bullet Connectors are all connected properly. Ground wires are in place. I'm stumped, has anyone else run into this problem on the twinstar? I saw on a youtube video a comment stating that he was struggling with the same issue with no responses.... bumming because I just put this put bike back together after getting all the modifications done. didn't take note if the old running light worked when I picked it up.
 
If the fixture is operating in both the low and high settings, it's not the wiring at the fixture. If you have no running light, you likely have a wire disconnected somewhere else. Probably behind the headlight.
The running light function, and the parking light function, are separate circuits that both go to the same place. The problem won't be at the end of the line, it'll be closer to the beginning of the running light circuit.
 
I'm having this same exact fucking problem and I'm about to pick up my bike and throw it across the garage (j/k I would never do that, plus I'm a little guy).

SO I thought I'd post to let you know what I found out. I opened up the Head Light and took a part all the wiring. Pulled out the schematics and re connected EVERYTHING. Turns out a tiny short brown connecting wire was attached to the wrong bullet plug. Whoops. Running Tail light again! I was seconds away from just running a wire straight up to my tail light! Cheers gents!
