Shifter Pedal Problem

Too fast to live. Too young to die.
Okay. I love my bike. I've only had it for a week. I'm not really planning on doing much to it in the near future. There is definitely one thing on it that I can't wait to fix. Other things can wait because the bike is running great. This... this will drive me crazy. It seems fine when I'm riding, but it's especially frustrating when trying to get back into neutral. Okay. The pedal is spaced with wrapped wire. It probably worked fine for a while; however, the hole shifting system is lose and twists and moves.... it's not right. It's bad. It could be dangerous. It especial becomes a thing when trying to put the bike back into neutral. My plan is to get some washers and replace the wire with a series of them to tighten it up, which should tighten everything up because it won't be able to wiggle around anymore. Any other thoughts on proper ways to make this work better? Thanks in Advance.
 
Stacked washers won't be much better than wire. The arm needs to be closer to the bracket, maybe just a 1/16" wide washer between.

Maybe countersink your bracket bolts instead and use phillips taper head screws instead of hex head bolts. Then you save at least 3/8" and get the arm closer... hence less leverage twisting the mounting bolt.... but hey it's just an idea.
 
Ace hardware has heavy duty spacers in various heights. I would try that, like so...
