So I have this cb360 engine.... (first full engine tear down)

I take mine to the local machinist for a run on their parts washer. Usually costs me $20 and it's money well spent.
 
Most shops, especially those that use Safety-Kleen, use a solvent cleaner in their parts cleaners that is mostly naphtha and mineral spirits. The nice thing about kerosene is it breaks down most other oils and greases. You'll find no better chain cleaner than kerosene.
 
how would i go about finding a parts shop to get stuff cleaned at? how bad is it to get stuff in the cylinders? do you soak in kerosene or scrub with it? sorry for all the questions, I am reading as much as a can other places as well, just really want to get this right the first time as much as I can.
 
If you're planning on going +2mm on the bore (you should, it's fun) then the dirt isn't very relevant.
 
Water is fine. Warm water with soap is a great cleaner. Just dry the sleeves well (that's the only part that will rust) and then coat them with WD40 when finished.
