steel wool in headers?

So, I haven't been having the greatest luck with mufflers, and I am pretty much broke at this point....my friend gave me what I think may be a good idea. I have a 1974 cb450, and he said drill a coat hanger size hole at the end of each header, shove steel wool in the headers, and then put a small nail in the drilled hole to keep the steel wool in place. If I don't like it, I could always take the nail out and the wool would blow right out. What do you guys think? Is this a good way to get past the inspection lanes and maybe to use for a little while until I get money for mufflers? Thanks!
 
Maybe I read/heard wrong...but I heard steel wool can catch on fire... They make some really cheap inserts that you can use a screw/nut to hold in place near the end. Heres a link to a couple on ebay. I used a set on my bike (can't find the ones I bought) and it cut the sound in half and gave me some decent backpressure, so the bike runs better too.

Don't use steel wool, you can get muffler wadding which is designed for this purpose, much safer.
