The tunnel is the easy part to make, no one sees it ;D It really is pretty simple though.

take some metal tubing, take some sheet metal and bend the sheet metal over the tubing.

the tank isn't supposed to rest on the frame via the tunnel. Supposed to sit above the frame by an 1/8th inch, right?

indeed, it should be mounted on rubber mountings to avoid vibration and shouldn't be able to hit the frame or other components if jiggled around

Exactly. An RD will crack all the tank mounts through vibration over time if you mounted it directly to the frame with no isolation.
