Tire Installment on Wheels

So, I got my tires, tubes, rim guards in and wheels cleaned. Plan was to take it to a shop and have them put them on. Went by a place and the guy said I had to take the sprocket off the rear and the axle out of the front for them to put the tires on. Is this correct? I only ask bc the guy was kind of a jerk.

find a place that will mount and balance them without being jerks
but yeah remove the axle and if it is a cush drive hub type rear wheel take off the cush drive hub
and like i said they must be balanced properly as well after the tires are mounted
