Want to build a 19inch front wheel for my 73xl250. What rim/spokes will work?

I have narrowed down my focus and know what i'm shooting for now. I would like to build, or buy a front wheel thats 19inches and able to run a 400 firestone deluxe. What are my option? I just have no clue and would appreciate any insight.

Edit: Need a 18 front so I can run a 4.00. This way I can just use a stock XL rear rim. Im still unsure of what to do about spokes. How do I measure the length and angle of the head?? I've never dealt with spokes before.
