Could do what I've always done: get a couple jack stands and lay the wheel (with the axle thru the center) in them. That will easily get you within .020" runout.
Nope. If it slides along the axle, I put zip ties against the bearing surface. Besides, if it goes from 060" runout to 250" runout, it's obvious it is sliding on the axle.
