Weird Braking Issue

First, I apologize if this has been covered previously, but I haven't found it.

I have two cb350F's that both do this, and I don't know why. When you turn the forks, the front wheel starts to "brake." I put that in quotations, because one of the bikes doesn't have working brakes. The only thing I can think of is possibly a problem with the speedo cable, but that doesn't sound right either, because if you turn the forks enough, the wheel will lock-up.

Any ideas?

Sounds to me like your bearings are shot and though they may not be noisy yet they're allowing the wheel the 'shift' on it's axle putting pressure on the discs. I'd also think about a fork brace on those old girls....they're a bit wobbley up front..
