It's a chain guide / tensioner. Trail bikes with long travel suspension have a lot of chain flex compared to road bikes with shorter swingarm travel, hence it's existence.
Do you need it? If you're building a road bike and lowering the rear with shorter shocks, probably not. But if you are just re-building what is already there, I'd keep it.
