What to plug holes with for powder coating

Anybody have the best thing to plug "holes" (steering tube, swing arm bushing tube, hubs, etc.) during powder coating or e-coating? My uncles shop does this stuff and want to get the prepping done. The e-coating dips the parts a few times in different liquids. Not sure if tape would hold up.
 
If you are doing electroplating, you can use freezout expandable plugs from the auto parts store for larger openings. They won't tolerate the head of powdercoating, though.
 
I sometimes just take a piece of paper and roll it up, stick it in the neck and then let it unroll. Thats all that is needed sometimes. We coaters keep silicone plugs of all sizes around for this but they can get pricey for the DIYer. Sometimes no plug is needed if you finish shooting the powder then just take your damp finger and wipe off the inside diameter.
