What type of material is this?

Looks just like foam that has been carved and marked for where the pleats will go in the cover.

With the fabric directly over it? Isn't it hard?

There's no fabric over it at the moment, just foam. How hard/firm depends on teh foam spec. Foam comes in a huge range and for a street bike, the seat needs to be pretty firm. Soft foam feels good to 5 minutes but not much longer.
