Im 95% sure It's where a steering damper would go if Honda installed them from the factory. The cb350 has the mount as well.
 
They have the same thing on my 450 and it is the top mount for the factory crash bars.

It is definitely for the steering dampener. This I know 100%. my 350 and 360 both had them w dampener installed and functioning. I debated then I cut it off. The 350 wouldnt work w 360 anyway.
