Does the ignition plate advance? Is the timing chain tensioner working? Is there a vent in the fuel cap? Is it plugged? did you put new spark plugs in it? It does sound like fuel starvation or air starvation. Is the air filter new? I am not familiar with that specific bike, just going...

Stainless depending on grade. Machining from billet could be costly. Take a newer drum to a metal testing lab. They .ca tell you hardness, resilience to wear, tourque and twist resistance , match that, the big question is stuff I build one?

The people at Honda were not stupid. Why do you bthink you need that much more stopping power? Are you racing? To gain 10 per cent " possibly " more stopping power for the unknown stability issues seems like a no brainer, if it works, don't fix it. If it's a look thing, go for safety...
Sounds like your gas tank cap is sealed. creating a vacuum after a few miles. either make sure the cap is vented or that there is other breathing tube for your tank.
Typically too small a jet. What exhaust? What kind of pods? Do they have clear passage for the carbs? On my 850 the only pods that would work are Uniflow. Eexpensive but they work. The Emgo and KnN didnt.

Take the pressure up to about 5 psi above recommended. if that does not set the bead, lower the pressure to about 5 psi below and bump around the tire with it resting against a solid surface on the other side with a rubber mallet.
