When it says rotate the plate to advance/retard timing they are referring to the contact point plate? Won't that just fuck up the breaker point gap?

When I bought it it idled extremely high. Like over 5,000. Guy was clueless and it was stalling so he just adjusted it until it would maintain an idle, which as I said, was stupid...

I took off the generator cover.
It says I need to have the engine running to check timing.
