I don't have a 175 or a 360. I have a 450 and I can tell you this. When I turn my ignition on the tail light does not turn on. But I do have a Headligt on and off switch. Turning the headlight on also powers the tail light.
So did you trace the wires to the headlight? Where does the power stop? Just be methodical and trace your battery and lead change steps backwards. any switches in the way?

So the compression Checks out: 149 on both sides. This is what I had expected. Of course this will not give me max power but I know that it is enough for the engine to start and run.
