Hard starting when cold - '83 cb750

You might add covering the intakes to prevent providing a winter home for squirrels and mice. Unless your engine likes running on nut shells.
 
It would also be a real good idea to check valve clearances. Alloy expands way more than steel so it could be close to burning out exhaust valves if they are too tight from lack of servicing.
The valve clearance3s tighten up on shim/bucket motors when the valve head and seat wear.
There is negligible wear on cam and bucket so they tighten up over time and mileage.
'Cold start problems are usual result.
I always set exhaust clearance an extra 0.001" above recommended when they have been run tight' for a while , things will tighten to correct clearance within 5~600 miles as valve and seat burnish back to shape
